History soon proved that fear well-founded. Despite the amendment’s ratification, its promise was systematically undermined. Southern states erected a web of Jim Crow laws—poll taxes, literacy tests, and grandfather clauses—designed to appear neutral while effectively disenfranchising Black voters.
